Hello! Yep the 1/4 of hot water is for steeping the tea - it’s just enough to submerge [if you’re using] 2 bags of tea and make it concentrated. I didn’t put more water because the 1C milk and and the watermelon juice will dilute it. You can always put more if you like (though preferably no more than 1/2 cup). Cheers!
